The Payroll Manager is responsible for overseeing and managing payroll operations across the United States and Canada.  This role serves as the subject matter expert for multi-jurisdictional payroll, maintaining adherence to federal, state, provincial, and local regulations. The manager partners closely with HR, Finance, and external vendors to drive accuracy, compliance, and continuous process improvement.

 

  • Payroll Processing & Compliance
    • Manage full-cycle payroll for salaried employees across multiple locations.
    • Maintain accurate employee records and ensure data integrity.
    • Ensure data integrity and confidentiality in payroll operations.
    • Ensure compliance with U.S. and Canadian labor laws, tax regulations, and internal policies.
    • Monitor legislative and regulatory changes affecting payroll and implement required updates.
    • Prepare and submit year-end tax forms (e.g., W-2, T4).
    • Oversee garnishments, benefits deductions, and third-party remittances (e.g., 401K, RRSP).

 

  • Systems & Reporting
    • Partner with the HRIS manager to ensure payroll systems support accurate, compliant and efficient processing. (UKG, Ceridian, SAP).
    • Coordinate timekeeping systems and manage payroll system upgrades.
    • Generate payroll reports for Finance and HR and assist with quarter-end and year-end reconciliations.

 

  • Team Leadership & Collaboration
    • Lead and develop payroll specialists.
    • Liaise with auditors and manage payroll-related audits.
    • Identify and implement payroll process and automation improvements in accordance with best practice.  
    • Support payroll transitions, mergers, or system migrations as required.
    • Drive continuous improvement initiatives to enhance efficiency, accuracy, and compliance.

 

Technical Skills/Competencies

  • Proficiency in payroll software (e.g. UKG, Ceridian, SAP,) and Microsoft Excel.
  • Familiarity with Canadian employment standards and U.S. FLSA regulations.
  • Experience with multi-location and cross-border payroll operations.
  • Strong analytical, organizational, and communication skills.
  • Process improvement mindset with the ability to drive initiatives that enhance efficiency, accuracy and compliance
  • A minimum of 10 years' experience with leading payroll operations
  • 5 or more years of management or hands on experience of multi-state US payroll and payroll tax filing.
  • Prior management of employees is required
  • Bachelor’s degree in Accounting, Business Administration, HR, or related field.
  • Certified Payroll Professional (CPP), and/or Certified Payroll Manager (CPM) preferred.
